It is the Federal Aviation Administration (FAA) who determines the subjects that need to be included in private pilot study guide. The FAA most recently updated the Knowledge Test Guide in 2008. They determined the subjects a pilot is expected to be competent in include aviation law and procedures, navigation, meteorology, communications, aircraft general knowledge and human performance and limitations.

This material is usually covered by most ground schools in 40 hours. How long you decide to study the material after that depends on your study and retention skills.

Normally the tests allow for plenty of time to complete each test provided you are prepared. You should allow yourself 2 to 3 minutes per question. Assuming you are secure in your knowledge that should be more than adequate. If you are worried about how fast you can take a test you might try one of the many software practice packages available. At some sites you can try a demonstration for free.

If you discover you need to work on your test taking, find a private pilot study package that addresses the issues you have and get your knowledge up to the standards required. Also some subjects rely heavily on pictures. Make sure the package you decide to get, has reasonable images so you can use them to answer the questions. Assess your personal study preferences and learning styles.

Your Private Pilot Study Guide should include whatever tools address your learning style. If you find that you are an auditory learner, perhaps your ground school instructor will allow you to record your lessons so you can hear them again until you have internalized them. Visual learners may want to add videos to their toolbox.

There are plenty of books available as well. For the other learners just practicing taking the test may be the best method. You are best off with practice tests that use the actual questions used by the FAA.
